Every financial institution that receives government benefit payments agrees to follow 31 CFR Part 210, but have you read it? It is not the easiest to read, but the Green Book is another story. The Green Book is the comprehensive manual for financial institutions to process federal government payments that were sent via ACH. It consists of 9 Chapters covering everything from enrolling recipients in receiving their benefit payments via ACH and how to handle reclamations. Understanding the entire Green Book and how to apply what it is saying to your processes is the key to limiting your liability.

NEACH has always worked closely with the Bureau of Fiscal Service and has gained some insight into their processing procedures and the common reasons that financial institutions are unable to limit their liability and suffer a financial loss. In this session, the speaker will review all 9 chapters of the Green Book and highlight the updates that occurred in 6 of the chapters. The session will also help the attendees apply what the Green Book states to their everyday operations and procedures to best position them to limit their liability and properly handle benefit payments.


At the conclusion of this session, attendees will be able to:
• Recognize what chapter of the Green Book they would go to for further clarification
• Identify changes they may have to make to be compliant with 31 CFR Part 210
• Recognize the steps they need to take to ensure they are limiting their liability upon receipt of a benefit payment
